A booklet published by the Black Liberation Commission of the Progressive Labor Party, an American Marxist-Leninist party founded in the early 1960s. The booklet warns that:

“the United States Government and its State, county and city administrators in the large northern industrial areas are preparing a reign of terror against the Afro-American people this summer. They are deliberately planning to start a so-called ‘race war’.” (1)

It states that because the “government has expanded its wars of aggression against the people of Asia, Africa and Latin America, and especially in Vietnam”, there was a need to “invent an internal enemy in this country that the white majority can turn against” as a distraction from these unpopular campaigns. (13) The booklet ends with a list of demands, which include an end to the draft and withdrawal from Vietnam, protection of African Americans’ right to demonstrate, community control of schools, housing reform, full employment, and so on.

OCLC locates eleven copies of the 1967 booklet.
